States with the worst numbers, in order:
1. Arizona
2. Florida
3. South Carolina
4. Louisiana
5. Alabama
6. Nevada
7. Mississippi
8. Texas
9. Georgia
10. Tennessee
11. California
12. Arkansas
13. Idaho
14. Utah
15. North Carolina
There is little satisfaction in ten states being worse than California, and that Bahrain, Qatar, Oman, and Kazakhstan have higher numbers is also no great source of pride. Kuwait and Brazil are significantly further down.
